Narrative
This distribution center project was announced in March 2005 and began operations in March 2007. The state provided a $1.5 million infrastructure grant earmarked for Wal-Mart. An additional $1.5 million of state funds, $500,000 in county funds and $1.5 million in city funds are being used for infrastructure improvements for the entire industrial park in which the Wal-Mart site is located. Since Wal-Mart is taking up one-quarter of the site, those funds amount to a subsidy of $875,000 for Wal-Mart. In addition, Cheyenne LEADS, the local economic development agency, gave Wal-Mart 150 acres of free land, which Good Jobs First estimates is worth about $3.9 million.
