Narrative
The development site was formerly used as an illegal landfill, and it is adjacent to a vacant cement plant. Wal-Mart’s developer was given $17,250,000 in sales tax increment financing to purchase the cement plant, remediate both sites, and conduct a small amount of road widening. Once the project is complete, the developer will then deed the former cement plant site over to the city. It is not possible to estimate the portion of the subsidies that will directly benefit Wal-Mart.
